Our Violations Log lists unpermitted motor court parking incidents in the Willow community from mid-March 2025 to the Present Day. To reiterate, we started documenting unpermitted motor court parking after repeated incidents of blocked ingress/ egress to/ from our garage and, incredibly, being accused of business interference and harassment and threatened with arrest by Meritage for telling potential buyers, vendors, and/ or other visitors they were NOT allowed to park in the motor court (and most certainly NOT in front of our garage).
UPDATE (03/19/26): ADR unsuccessful; we are moving forward with our lawsuit against the HOA.
UPDATE (01/23/26): Ahead of anticipated litigation, our Violations Log is no longer being shared, though we will be displaying a list of the Top 09 Motor Court Parking Violators in the Willow community dating back to April 2025 when we first started documenting these violations. Based on our evidence, it appears that the Meritage-controlled HOA was not enforcing motor court parking rules given that our top violators consist of both residents who arrived in early 2025 and newer residents who took possession of their properties later in the year, all of whom have continued to park in the motor courts throughout the Spring of 2025 and into February 2026. In conversations and correspondence with other neighbors, we have also discovered that the HOA never investigated our legitimate violation reports regarding unpermitted motor court parking in the community. Our theories as to why the Meritage-controlled HOA may have not investigated +/- 100 reports regarding motor court parking violations during the course of almost one year is addressed in post number 3 (CC&R-required No Parking/ Tow Away Signage).
UPDATE (IDR on 08/11/25): Rather than take responsibility for the Meritage-controlled HOA's negligence in enforcing the community's rules, the HOA's attorney attempted to deflect from the HOA's failure to enforce the motor court parking rules by accusing me of policing the community. I clarified that the log reflects the incidents of unpermitted motor court parking which my husband and I observe during our morning and evening walks with our dog and on the occasions during which we leave our home to run errands. Thus, we are not "policing" (or "surveilling", as a Top 9 motor court parking violator recently alleged), though, as of February 2026, our documentation efforts have effectively become a job.
The HOA attorney also insisted that I "let Management do its job!", but how does an off-site management company that conducts enforcement visits only twice per month expected to know of the issues that affect the community on a day-to-day basis without the community's input? I would argue that IT CAN'T... which is why it is incumbent on us, as members, to report these issues to Management. Indeed, it is why we have a reporting mechanism that requires that we submit photographic evidence with violation reports that are not anonymous... and legitimate reporting efforts do not constitute harassment of other neighbors and/ or Management. We, as residents, are the eyes and ears of our community and our relationship with Management (and other members) should be a partnership in which the common goal is the prosperity of our HOA community. Management cannot effectively do its job without the community's input why is why the HOA attorney's insistence that I "let Management do its job" is bologna and, aside from his Cease & Desist letter, constitutes yet another attempt to silence me.
The HOA's attorney also informed us that Keystone gets hundreds of phone calls per day and has to prioritize issues, so we should give it a break. Our property manager, Taylor Casey Ramos (who, according to my research, is a newly-minted property manager) has also mentioned during board meetings on a few occasions that "there are a lot of moving parts" in an attempt to excuse Keystone's failure to resolve various community issues. I did not have the opportunity to ask but would welcome Management's answers to the following questions: What are the priorities of our HOA and management company (if not 2 cars blocking a garage and a fire in neighbor's backyard due to an unattended grill)? And, how is a blocked garage not as important as a planter on HOA property/ common area? Why are Keystone's staffing constraints the community's problem?
During our IDR meeting, a Meritage-based HOA Board Member also spoke-up to inform us that the HOA has received more complaints re my bodycam than it has about unpermitted motor court parking. I informed him that, given Meritage Sales' and the HOA's bogus accusations of harassment and threatening behavior, I would continue to wear this for the foreseeable future as I simply do not feel safe without it and need this to be able to rebut future bogus accusations. The HOA attorney reassured me that it was my right, though I suspect it was probably not mentioned to the complaining parties.
On that note, I would like to respectfully suggest that concerned Live Oak members consult with an experienced attorney to verify, once and for all, that it is not unlawful to document violations nor is it unlawful to wear a bodycam in public (where there is no reasonable expectation of privacy).
Moving on, the HOA's attorney ended our IDR meeting by characterizing the matter as a "petty dispute". Regardless of his undermining characterization, however, we take Meritage's false accusations of harassment and threats of arrest very seriously and are fully prepared to vigorously defend ourselves despite the length of time (+/- 4 years) and financial resources anticipated in connection to our lawsuit.
UPDATE (07/30/25): I've received push-back from members of the community's Facebook group regarding the following pictures. I'd like to clarify that the HOA requires that homeowners provide evidence when submitting violation reports (which, incidentally, are NOT anonymous) and that it is not my intention to call out any one individual, per se. Instead, my argument is that folks who are parking in the motor courts - especially those who do so habitually - have probably never been informed by the HOA that this is not permitted (which, as of Feb 2026, we have corroborated via communications with several homeowners). Thus, my documentation efforts have been undertaken with the goal of demonstrating that the HOA has been negligent in its enforcement of the community's parking rules and not to "ridicule" anyone.
We were also warned by some folks in the Facebook group that this blog would garner enemies in the community to which we respond as follows: we did not purchase a home in the development to make friends. While my husband and I would certainly like to maintain civil relations with and are always available to help our neighbors, we value our privacy and, generally, prefer to be left alone. We wish to live in peace in our new home and in a community in which the rules are dutifully, consistently, and uniformly enforced by the HOA to ensure preservation of our property values. To paraphrase the late Jackie Robinson, We're not concerned with whether or not you like us... All we ask is that you respect us. In this case, "respect" refers to rule enforcement and abiding by the community's rules.
Furthermore, you can call me a "Karen" because I complain about aluminum foil on the windows of brand new homes in our middle class development (which, incidentally, was taken down with the assistance of our attorneys w/ in 24 hours of contacting the landlord's property manager after 9 months of futile reporting to the HOA), motor court parking that contraindicates the community's CC&Rs, and fires due to unattended grills in my neighbor's backyard. I take no offense to that designation and promise not to accuse you of harassment for any less-than-flattering opinions of me that you may have and/ or even the tone you might employ when expressing said opinions.
I do have to caution, however, that if you yell at me- as Cara Garcia of Meritage Sales foolishly did- I will probably yell back. If you taunt and antagonize me, as another Meritage Sales agent and HOA member, Shannon Gurrola, did in late November 2025 while my husband and I were out on a leisurely weekend afternoon walk with our dog, I will probably respond to each taunt with a "fuck you!". If you challenge my husband to a physical fight, as a blockhead neighbor recently did because we reminded him of the county's leash laws, we will fight you - but we'll do it in court. If you stalk and follow my husband around the development while falsely yelling out that he is a pedophile, you will hear from our attorneys. If your false accusations of pedophilia cause our family any harm, we will pursue every legal remedy available to us. If you falsely accuse us of harassment and Intentional Infliction of Emotional Distress for reporting violations associated with your property, we trust you will have your I's dotted and T's crossed because we will respond to and defend ourselves against your bologna allegations. In other words, you can dislike us as much as you'd like, but if you cross the line and defame and/ or hurt us - physically or otherwise- we will respond with vigorous legal action.
As I see it, it is, not only my right, but also my duty to raise my concerns about legitimate community issues and I intend to continue to do so despite the HOA's attempts to silence me and even if it "garners enemies" in my community. To be perfectly clear, our only interest lies in residing in a community of which we can be proud and the preservation of our property values... and we will do everything in our power to ensure this is the case as long as we reside in the Live Oak community.
Moving on to the evidence that supports the violations listed in our log, at last count, we had +/- 300 pieces of unpermitted motor court parking photographic evidence (all of which was shared with Management) but, because this is numerous, we are posting just a few.

We learned a long time ago that we're fairly average people - i.e., if we're bothered by rule-breaking, there are others who feel the same. Admittedly, what sets us apart from others is that we will demand that the rules be enforced. UPDATE: The vehicle referenced in the post was still parking in the motor court as of Dec 29, 2025 - i.e., several months after the anonymous Facebook group post... and despite a multitude of reports to Management. As of February 2026, after being contacted by our attorneys, the unpermitted motor court parking activity by the resident appears to have completely subsided.
