The Meritage-controlled HOA board and Keystone got it wrong... again!  We no longer believe it's a matter of incompetence- at this point, we're inclined to believe that the outgoing Meritage-controlled board is simply acting in its own best interest and attempting to pass the costs of Vehicle Code/ Davis Stirling Act-conforming signage and delay enforcement (via towing) to the new homeowner HOA.

Our Violations Log lists motor court parking incidents in the Willow community from mid-March 2025 to the Present Day.  To reiterate, we started documenting unpermitted motor court parking after repeated incidents of blocked ingress/ egress to/ from our garage and, incredibly, being accused of business interference and harassment and threatened with arrest by Meritage for telling potential buyers, vendors, and/ or other visitors they were NOT allowed to park in the motor court (and most certainly NOT in front of our garage).     UPDATE (03/19/26) :    ADR unsuccessful; we are moving forward with our lawsuit against the HOA. TOP 09 MOTOR COURT PARKING VIOLATORS (Willow)

Our reports regarding unpermitted motor court parking activity in the Willow community have been ignored by the HOA/ Management since April 2025 when we started submitting these after having our garage repeatedly blocked by vehicles belonging to prospective tenants, prospective buyers, new homeowners, and Meritage employees and vendors.  As such, this year, in an attempt to both educate our neighbors and obtain a reprieve, we proceeded to enforce the CC&Rs against the Top 9 violators with the assistance of our attorneys.  A few of these homeowners refused to comply, so we were forced to escalate with demands for Alternative Dispute Resolution (ADR).  It is astonishing to have discovered that anyone would forgo an opportunity to mediate and engage in ADR, thereby willingly exposing themselves to a lawsuit.  Alas, there are a handful of arrogant, entitled, and ignorant neighbors who have done so, who will now, unwittingly, become a part of our impending lawsuit aga...
