The Meritage Homes-controlled HOA board and Keystone got it wrong... again!  We no longer believe it's a matter of incompetence- at this point, we believe that the outgoing Meritage Homes-controlled board is simply stalling and acting in its own interest and attempting to pass the costs of Davis Stirling Act-conforming signage and delay enforcement (via towing) to the new homeowner HOA board.

Our Violations Log lists unpermitted motor court parking incidents in the Willow community from mid-March 2025 to the Present Day.  As I stated in one of my first posts, we started documenting unpermitted motor court parking after repeated incidents of blocked ingress/ egress to/ from our garage and, incredibly, being accused of business interference and harassment and threatened with arrest by Meritage for telling folks they were NOT allowed to park in the motor court (and most certainly NOT in front of our garage).  The last time we counted, we had submitted +/- 100 reports and +/- 300 pieces of photographic evidence to the Meritage Homes-controlled HOA and Keystone, none of which appear to have been investigated.    UPDATE (ADR on 03/19/26) :    ADR unsuccessful; we are moving forward with our lawsuit against the HOA. TOP 09 MOTOR COURT PARKING VIOLATORS (Willow)

Our reports   regarding unpermitted motor court parking activity in the Willow community have been ignored by the HOA since March 2025 when we started submitting these after having our garage repeatedly blocked by vehicles belonging to prospective tenants, prospective buyers, new homeowners, and Meritage Homes employees and vendors.  As such, this year, in an attempt to both educate our neighbors and obtain a reprieve, we proceeded to enforce the CC&Rs against the Top 9 violators with the assistance of our attorneys.  We started by issuing Cease & Desist letters, but a few homeowners refused to comply and actually defied these, so we were forced to escalate with demands for Alternative Dispute Resolution (ADR) which is required by the governing documents for member-to-member disputes and prior to a lawsuit.  It is astonishing to have discovered that anyone would forgo an opportunity to mediate, thereby willingly exposing themselves to a lawsuit.  Alas, t...
